Answer:Baba Sahab Ambedkar Hastshilp Vikas Yojana (AHVY)

is a cluster developmentoriented project with Indian handicrafts as focal area launched by the Government of Indiathrough its Textile Ministry during 2001–2002.

This initiative of the government of India is aimed at promoting Indian handicrafts through thedevelopment of artisan clusters as professionally managed and self-reliant communityenterprises.

The AHVY scheme implemented through the office of the Development Commissioner(Handicrafts), Ministry of Textiles, Government of India, New Delhi in association with partnerorganizations such as NGO's voluntary organization's craft development councils etc. across thecountry has several components which are as follows: -

  • 1. Social interventions
  • 2. Technological interventions
  • 3. Marketing interventions
  • 4. Financial interventions
  • 5. Cluster specific infrastructure related interventions

The basic purpose of the scheme is aimed at improving the handicraft skills of the artisans, toequip them with the latest designs, to train them to use small tools that will assist them toimprove their crafts work, to equip them to face fierce competition in the market, to enable themto use raw materials and natural resources to their benefit, and to help the traditional artisans allwith the aim of helping the craftsperson's sustain their activities economically

Question: What is the main objective of scheme?

Answer:Mobilization of the beneficiaries shall be taken in the clusters which needs tobe taken up for development. The Geographical identity of such clusters should be clearlymentioned and limited to a village in Rural Areas or a ward in the Municipal areas. In specialcases a cluster may contain adjoining villages within a span or diameter of three kilometers. 

Thisactivity shall include mobilizing the artisans into SHGs, thrift and credit, training of SHGs onvarious aspects of forming and running the community business enterprise. With introduction ofEconomic reforms through liberalization, privatization and globalization, India has entered into anew era of economic development and therefore, Community Empowerment program forhandicrafts sector / cooperative / SHGs is a must to empower the artisans by making them activeentrepreneurs cum-primary stake holders of development and bringing them to a visibleplatform which will help increase their operational efficiency and competitiveness to face the newchallenges and make them viable and self-supporting economic entity. 

While undertakingmobilization, care should be taken to leverage upon the SHGs already formed under variousprogrammes being implemented by Government. Only where it is not feasible to do so, new SHGs,federation etc., should be formed
